It used to be kinda obvious for the navies of all nations for ages :
whenever you encounter pirates on high seas, then your engagement orders are clear and do not require any authorization : free the hostages, hang the pirates, sink the vessel, get the medal.

OK, I my male cat (fixed) brought home a female friend the other night. She seemed nice enough, so I let her in and have been feeding her. Well, today about 1 pm the ungrateful wench pulled down one of my dresses in my closet and dropped four kittens on it. The last kitten was delivered about 5 pm. It seems like she has another one or two in her. She is not in active labor. She is not baring down or anything so I am not sure how long I can expect to wait.

I am use to dogs, I know they can be in labor for about 24 hours safely, as long as it isn’t active labor. This cat creature is a new experience for me. Can anyone give me a clue?

For instance, what stops someone from setting up a crystal meth lab on a boat that remains in international waters, with components for equipment and supplies ferried in periodically(each shipment not contsituting paraphernalia in itself due to assembly requirements or some other creative justification). Assume that there is no distribution or intent to distribute within the jurisdiction of any nation or state, and that all substances produced are consumed where they are produced, on the high seas. Corollary question is "what laws might permit one’s home country to prosecute such conduct upon re-entry?". Apply the laws of your own home country or such other country whose laws you know when answering. This is academic, not practical.

Let’s say I’m on a cruise boat that’s just entered international waters, or the "high seas."

Lots of cruise boats open their onboard casinos at this time. There is no legal restrictions to the games they offer.

Could I, theoretically, legally take someone back to my room and spread a blackjack game? (which of course is illegal to do inside most countries)

Funny as it sounds, this is a serious question! I really would be interested in doing such a thing, despite the dangers of extremely angry players!
